Under state statute, Wichita is a city of the first class. Since 1917, it has had a council-manager form of government. The city council consists of seven members popularly elected every four years with staggered terms in office. For representative purposes, the city is divided into six districts with one council member elected from each district. The mayor is the seventh council member, elected at large. The council sets policy for the city, enacts laws and ordinances, levies taxes, approves the city budget, and appoints members to citizen commission and advisory boards. The council meets each Tuesday. The city manager is the city’s chief executive, responsible for administering city operations and personnel, submitting the annual city budget, advising the city council, preparing the council’s agenda, and oversight of non-departmental activities.

Cornejo Companies
Starting with one truck and a dream in 1952, the late Jess Cornejo, along with his sons, Ron and Marty, grew their business into the largest heavy highway construction company in Kansas. The company had multiple divisions including demolition, excavation, general construction, asphalt and concrete manufacturing and paving, sand mining, landfills, rock quarries, scrap metal recycling, and transportation. Dear Neighbor Ministries
Dear Neighbor Ministries, an outreach of the Congregation of the Sisters of St. Joseph, was born in and for the Hilltop neighborhood of Wichita, Kansas.
As the city of Wichita has changed and grown over the years, the Hilltop area has transitioned from being a neighborhood booming with industrial workers and their families to a neighborhood afflicted with poverty and unemployment. Located in the same neighborhood, the Sisters of St. Joseph saw this transition with great concern, and as a response founded Dear Neighbor Ministries in 2001.
Using a combination of financial support, case management and individualized strategies, Dear Neighbor Ministries helps Hilltop individuals and families in crisis achieve greater stability and progress towards self-sufficiency. Through the combined efforts of a small team of staff members, the Sisters and volunteers, who provide over 6,000 hours of service annually,
Dear Neighbor Ministries has become an important part of the community. In addition to providing basic needs (emergency assistance, a food pantry, payee and tax assistance) Dear Neighbor Ministries fosters a healthy local culture taking part in holiday events for families, including those unique to the Hispanic population, conducting workshops that teach those with low resources how to manage their resources, as well as providing workshops that teach children how to care for their mind, body and spirit. The result is an improved sense of community among Hilltop residents.

Kansas Hispanic and Education Development Foundation
Kansas Hispanic Education & Development Foundation (KHEDF) is a 501(c)(3) nonprofit organization. In 2007, the Wichita Hispanic Chamber of Commerce, Inc. (WHCC) Chamber leaders worked diligently to create the Kansas Hispanic Education & Development Foundation. The Foundation was formed to provide a platform for donors to make a tax-deductible contribution for scholarships and education initiatives.
KHEDF provides Hispanic students with the financial and educational resources they need to achieve college education and help Kansas be more competitive. To date, KHEDF has awarded over $45,000 in scholarships to high school seniors.

KANSEL
KANSEL is a non-profit leader in adult education. Our mission is to provide basic skills training to meet the changing educational requirements of the workplace, while helping students reach their education and career goals. We have served Wichita providing adult education and workforce training for 26 years.
KANSEL prepares students for the GED exam. We provide instruction in reading, writing, and math. When a student successfully passes the GED exam he/she is awarded a Kansas High School diploma. Classroom instruction and tutoring is offered during the morning and evening plus online learning. With open enrollment, you can start anytime. Students must be aged 16 or older. GED classes are offered in English and Spanish, (evening only).
The KANSEL Construction Training Program teaches basic skills training in construction using the National Center for Construction Education and Research (NCCER) core curriculum, which includes instruction in power tools, hand tools, construction math, materials handling and construction drawings. The program also provides physical fitness training and life management skills training. Participants will attend a 10-hour OSHA course, plus training is provided to obtain a Class B CDL instructional permit, which can lead to a Class B CDL license. KANSEL staff work with students during the class with job placement as well.

South Central Kansas Education Service Center
South Central Kansas Education Service Center (SCKESC) is one of seven service agencies in the state of Kansas. The purpose of these organizations is to furnish more efficient and/or economical services to maximize educational opportunities for Kansas students. Service centers also act as liaisons between local districts and the Kansas State Department of Education (KSDE).
Unlike school districts, none of our funding comes from state allocations. By statute our organization does not levy taxes or claim student aid. We apply for and receive competitive state, federal and private grants and also operate through support from membership dues and fee-for- service.
Service centers are public entities, which operate in a highly entrepreneurial fashion. We blend the benevolence of the public sector with the spirit and ingenuity of the private sector.
The National Perspective - SCKESC is similar to other regional support systems throughout the country working to stretch limited dollars over demands for ever increasing services.
Our agency is part of a network of educational entities under the umbrella of the Kansas Association of educational Service Agencies (KAESA) and the Association of Educational Service Agencies (AESA) nationwide. The value of these innovative service agencies has been emphasized by their ability to pool resources for the common benefit of students and taxpayers.

FOX Kansas (KSAS) Channel 24 (Cable 4) signed on the air on August 24, 1985 as an independent station and became one of the original Fox affiliates in 1987. Clear Channel purchased KSAS-TV in 1990. KSAS airs network, syndicated and local programming. KSAS expanded its reach to the north and east, bringing programming to viewers in 28 counties. KAAS, channel 18 was added in April 1988 as a full power station in Salina. KBDK was added as a full power station to Hoisington, Kansas for the Great Bend/Hays area. The signal was extended to Western Kansas in 1995. In 2012, Sinclair Broadcast Group bought KSAS-FOX Kansas and took over operation of KMTW-My TV Wichita as an LMA.
